    The collection, created as part of the UNESCO project “Futures of Education”, includes essays by reputable scientists, professors and experts on global education.

    FUTURES OF EDUCATION

    The papers present the results of studies of prospects and ways to improve the quality of education in the information age.

    The authors consider the dynamics of ranking indicators of countries and regions as a factor in the formation of an effective university development strategy; reveal the question of learning outcomes assessment under various pedagogical approaches; study the influence of neuro-cognitive sciences on education; predict ways to renew education.

    The first annual International Summit for Children and Youth in Japan

     The Institute for Strategy of Education Development of the Russian Academy of Education and the UNESCO Chair on Global Education provided scientific and methodological support to the events of the Summit, the main purpose of which was to unite children and adolescents from 5 to 18 with project activity in a creative atmosphere.

    The scientific leaders of the experimental sites of the Institute for Strategy of Education Development of the Russian Academy of Education on the initiative of the UNESCO Chair on Global Education organized project competitions in their schools. The project-winners were sent to the Summit.

     2018 and 2019 were declared the “cross” years of Russia and Japan. The Summit is a significant event for both countries, held for the first time in the history of bilateral relations. This project covers all areas of Russian-Japanese interaction - politics, economics, science and technology, culture, public relations and education.

      On July 16-18, the 6th Forum of the Regions of Russia and Belarus was held in St. Petersburg. This time its main topic was formulated a “Interregional Relations as the Basis for the Formation of a Single Cultural and Humanitarian Space in Russia and Belarus”.

      The Institute for Strategy of Education Development and the UNESCO Chair on Global Education regularly conduct various scientific conferences, seminars, webinars, in which Belarusian researchers take part; scientists of the Institute for Strategy of Education Development of the Russian Academy of Education take part and make reports on the results of scientific research.

      The Institute for Strategy of Education Development holds these events within the framework of agreements on collaboration signed with scientific and educational organizations of Belarus.

      In response to a surge in school and university closures to contain the spread of COVID-19, UNESCO on Tuesday convened a global videoconference of high education officials to step up the emergency response and share strategies to minimize learning disruption worldwide. Seventy-three countries were represented including 24 education ministers and 15 vice ministers.

      According to data released today by UNESCO, the crisis is now impacting close to 363 million learners worldwide, from the pre-primary to tertiary level, including 57.8 million students in higher education. One in five students worldwide is staying away from school due to the COVID-19 crisis and an additional one in four is being kept out of higher education establishments.

      Fifteen countries have ordered nationwide school closures and 14 have implemented localized closures, spanning Asia, Europe, the Middle East and North America.

      “We are entering uncharted territory and working with countries to find hi-tech, low-tech and no-tech solutions to assure the continuity of learning,” said UNESCO Director-General Audrey Azoulay. “As countries try to prepare their response, international cooperation is vital to share the most effective approaches and support students, teachers and families. UNESCO is stepping up its support to ensure this crisis promotes innovation and inclusion and does not exacerbate learning inequalities.”

      To steer the global response, UNESCO announced the creation of a UNESCO-COVID19 Emergency Task Force that will support national responses and share effective policy responses with a focus on the most vulnerable countries.  A wider community of practice will be established to enhance knowledge sharing, peer learning and capacity building on distance and open learning. UNESCO aims to mobilize all actors involved, including the private sector. Partners such as Microsoft have already lent technical support to the Task Force.

       Government representatives shared approaches and best practices during their exchange to ensure continuity of learning during school closures, the duration of which is unpredictable at this stage. The videoconference included ministers and representatives from China, Croatia, Egypt, France, Italy, Lebanon, Mexico, Nigeria, Japan, the Republic of Korea and the Islamic Republic of Iran.

      In addition to monitoring the impact of COVID-19 on education, UNESCO has published a curated list of freely accessible learning applications and platforms for use by parents, teachers and learners, as well as school systems. It is urging countries to use inclusion and equity as guiding principles when planning responses, recognizing that school closures hit vulnerable learners the hardest.

      UNESCO’s expertise in open and distance learning spans teacher training platforms, the design of e-learning school models, online communities of practice and the development of national ICT in education policies, with a priority focus on Africa.

      “We are facing an unusual situation with a large number of countries affected by the same issue at the same time. We need to come together not only to address the immediate educational consequences of this   unprecedented crisis, but to build up the longer-term resilience of education systems,” said Stefania Giannini, UNESCO’s Assistant Director-General for Education.

      Tarek Galal Shawki, Minister of Education of Egypt, for his part, thanked UNESCO for taking this initiative and providing real-time examples of how other countries are handling a fast-changing situation.

    International Postgraduate Roundtable and Research Forum cum Summer School 2019

      The Education University of Hong Kong (EdUHK) organised the International Postgraduate Roundtable and Research Forum cum Summer School (IPRRFSS) 2019 from 3 to 5 July 2019.

      IPRRFSS 2019 aims to inspire students and develop their research skills, as well as to foster collaboration and exchange at the global level. By encouraging the participants to showcase their achievements and offering them unique opportunities to take up roles of responsibility away from their home institutions, this year’s event will doubtless contribute to the academic success of students around the world.

      Speaking at the opening ceremony, Professor Lui Tai-lok, Vice President (Research and Development) at EdUHK, emphasised that this year’s event had proven to be more popular than ever. There were more than 350 abstracts submitted and 370 participants, representing over 14 countries and regions, including Australia, Cambodia, France, Germany, Japan, Kazakhstan, Mainland China, New Zealand, the Philippines, Russia, Sweden, Switzerland, Taiwan and Thailand.

      This year’s theme was ‘Postgraduate Education: Digital Literacy vs Language Skills’, and the activities revolved around topics in four strands: Education, Social Sciences, Liberal Arts, and the Humanities. In keeping with the ‘for students, by students’ theme, postgraduate students from around the world presented their research in sessions chaired by their local and international peers. There were also keynote speeches, a panel discussion and a postgraduate roundtable.

    Participation in the UNESCO project - monograph “Futures of Education”

      The staff of the Institute for Strategy of Education Development of the Russian Academy of Education, experts of the UNESCO Chair on Global Education participated in the UNESCO project, providing materials to the monograph “Futures of Education”. The organizers, the UNESCO education sector, proposed that UNESCO Chairs all over the world collect thought pieces describing the development of various aspects of education, pedagogy, etc. to help advance UNESCO’s new global Futures of Education project.

      The collected materials will be published in English in the monograph “Futures of Education”; the materials in Russian of the experts of the UNESCO Chair on Global Education of the Institute will be presented in the pages of the scientific informational and analytical journal “National and Foreign Pedagogy”.

      On June 12, 2019, Tokyo, Japan. A press conference was held dedicated to the first annual International Summit for Children and Youth, initiated by the International School of Cross Education, Akiyoshidai, Mine City municipality, Yamaguchi Prefecture.     Agreement with Cross Education, Tokyo, Japan

      In June 2019, the Institute for Strategy of Education Development of the Russian Academy of Education signed an agreement on cooperation with Cross Education, an international school in Tokyo, Japan.

      President and Director of Cross Education Greg Culos was admitted to the Scientific Council on Comparative Education at the Department of the Philosophy of Education and Theoretical Pedagogy of the Russian Academy of Education; he also became an expert of the UNESCO Chair on Global Education of the Institute.

      The Institute joined the project, which Cross Education conducts together with the Yamaguchi prefecture, Mine City - the first annual International Summit for Children and Youth: Creating Hope, Opening Minds, Designing Life.

      The goal of the summit is to unite children and adolescents from 5 to 18 years with a joint project activity, to form communication and group work skills in various types of creative activity.

      The UNESCO Chair on Global Education, established on the basis of the Institute, provides scientific and methodological support for the project. The Institute team members initiated project competitions in their schools-experimental sites. The projects-winners are sent to the exhibition as part of the “Day of Russia” at the Summit, provided for in its program.

      On June 4-5, 2019, the International Conference “Education Environment for the Information Age” (EEIA-2019) was held at the Institute for Strategy of Education Development of the Russian Academy of Education.

      Svetlana Ivanova, Director of the Institute for Strategy of Education Development, corresponding member of the Russian Academy of Education, Dr.Sc. (Philosophy), professor, head of the UNESCO Chair on Global Education, opened the conference. She also read greetings to the organizers, participants and guests of the annual international conference "Education Environment for the Information Age" on behalf of the Director of the Department of State Policy in the field of quality assessment of Ministry of Education A.E. Chetvertkov. He expressed special gratitude to the organizers of the event: the UNESCO Chair on Global Education, and also directly to the Institute for Strategy of Education Development of the Russian Academy of Education.

    During the conference, a video bridge was held with a colleague from the Athens Open University (Greece). Ioannis Vandoulakis, a professor in the Department of European Civilization. He shared the results of his interdisciplinary research in the field of mathematical proof.

      The problem of a culturological approach to environmental education, primarily understood as taking into account national values and ethnic traditions in the relationship between man and nature, was reflected in the presentation of representatives from the Eurasian National University named after L. Gumilyov (Kazakhstan). Presented by PhD (Economics), Head of the Laboratory for Complex Analysis and Forecasting of the Institute for Strategy of Education Development K.V. Lebedev's work is devoted to the problem of the validity of the forecast data of the need for pedagogical workers in the general education of Russia.

    The relaxed atmosphere of the conference allowed participants to discuss a wide range of issues of modern education that meet the tendencies of time, touching on the problems of formation of informational and educational space, the formation of metasubjective skills, the influence of mentality on the learning process, communication problems in the digital age, responding to important changes occurring in the life of modern school.

      At the plenary sessions of the conference on June 4 and 5, presentations were made by researchers of the Institute for Strategy of Education Development of the Russian Academy of Education, Russian Academy of Education, Lomonosov Moscow State University, the Institute for the Study of Childhood, Family and Education of the Russian Academy of Education, Bryansk State University named after I.       About 120 articles were collected and prepared for publication. In the fall of 2019, the Conference Proceedings will be published online in English (indexed in the Web of Science international database) and Russian (hosted at Russian Science Citation Index).

    The Interregional Workshop on exchange and cooperation for sustainable development between UNESCO and José Marti Chairs

     The Cuban National Commission for UNESCO (CNCU) and the Office of the José Martí Program held the Interregional Workshop on exchange and cooperation for sustainable development between UNESCO and José Martí Chairs, in the context of the 4th International Conference FOR WORLD BALANCE, that took place on January 28-31, 2019, at the Havana Convention Center.

     The purpose of this initiative is to join efforts of both Chairs´ networks in favor of UNESCO´s purposes and goals, as well as of actions to address the global challenges that adversely affect humankind. The network of José Martí Chairs, attached to the José Martí Project of International Solidarity, sponsored by UNESCO, undertakes this from humanistic viewpoint, and the network of UNESCO Chairs carries out its activities in response to the mandate of the Organization and as part of the implementation of the 2030 Agenda for Sustainable Development.

     The main topics for discussion during this Interregional Workshop were: sustainable development; environmental problems of the 21st century; identity, diversity, pluralism and intercultural dialogue; education for global citizenship and development; gender equality and the social emancipation of women; working experiences of the José Martí Chairs and the UNESCO Chairs, as well as promotion of cooperation between their respective networks.

      Irina M. Elkina, deputy director of the Institute for Strategy of Education Development of the Russian Academy of Education, took part in the Workshop. She presented the work of the Institute in the sphere of fundamental and applied research in pedagogy and touched upon the issues and problems of achieving the goals of sustainable development in the field of education that Russia faces today.

      The All-Russian Scientific and Practical Forum “Digitization-2018” has finished its work in Moscow.

      More than 700 representatives of state authorities, scientific and educational organizations and businesses from many regions of Russia, countries of the EAEU and other countries took part in its work.

      The Forum highlighted the problems of creating digital technologies for the economy, the training of highly qualified personnel, scientific support for digitalization of public administration, strategic planning in the field of national security and sustainable development, legal regulation of the digital economy.

      How is “digitalization” understood in terms of the interdisciplinary science of global processes? First of all, it is one of the global processes, covering not only society, but also the sphere of technology created by it, and therefore nature itself. This is a socio-natural process that has become the mainstream in the development of mankind for the last decade. On the one hand, digitization is a part of the process of globalization, and on the other, it is one of the stages of the cybernetic revolution, which began around the middle of the last century. Digitalization is associated with a global transition to the sixth technological order; it brings serious challenges and threats not only for our country, but for all of humanity. Therefore, experts from various branches of science, economics, management, security, social services, health care, cosmonautics and journalism were widely involved to the work of the forum.

      The forum was intended to strengthen the role of Russian science and higher education in accelerating the introduction of digital technologies in the economy and the social sphere, primarily in science and education. That is why the forum was organized in the format of a problem-oriented, focused on the practical tasks of the summit, scientific dialogue, education, innovative companies and government bodies.

      Following the results of the Forum, recommendations on scientific support for the digital development of Russia were prepared taking into account the provisions of Presidential Decree No. 204 of May 7, 2018

      One of the proposals is the creation of a Center for information and analytical support for priority areas of scientific and technological development.

      The center is proposed to be created on the basis of the supercomputer complex of Moscow State University "Lomonosov-2", which is in the TOP-100 international supercomputer rating. It is the basis of the Supercomputer consortium of universities, which includes 62 organizations, as well as 47 universities.

      The center will be able to give a promising picture of the development of Russia and its regions on a global scale, taking into account the interests of national security; it will help improve the quality of information, analytical and personnel support for decision-making in priority areas of the development of Russia’s science and technology.

      Another result of the Forum was the proposal to form the Base of the best digital technologies for state and corporate governance. This project was widely approved by the forum participants, and the base began to actively grow.

      We hope that the Forum “Digitalization” will become annual and turn out to be the leader of the “digital thought” of Russia in terms of its fundamental nature, versatility and breadth of the approaches proposed for solving the tasks facing our country.

Previously the Conference (ICCSB) was held in the Netherlands, Turkey, Australia, Cyprus, Romania etc. This year, the organizers, Future Academy®, for the first time offered to hold it in Moscow and invited the Institute for Strategy of Education Development and its UNESCO Chair on Global Education to be co-organizers of the Conference.

      ICCSB provides an opportunity for leading scientists around the world to share information on their research findings in the humanities. The field of the Conference is extensive and includes various aspects of the human sciences: education and pedagogy, psychology, health care, social sciences.

      Full texts of papers are published in the European Proceedings of Social and Behavioural Sciences (EpSBS Volumes, eISSN: 2357-1330) and are indexed in the Web of Science international database (ISI Thomson Reuters).

      On the first day of the conference, Professor Svetlana V. Ivanova, co-chair of the Program Committee of the Conference, Corresponding Member of the Russian Academy of Education, Dr.Sc. (Philosophy), Director of the Institute for Strategy of Education Development of the Russian Academy of Education addressed the audience with a welcoming speech.

    At the plenary session of the first day, the participants touched upon the problems connected with the development of the teacher’s professional skills; innovations and traditions in education and upbringing; the role of interdisciplinary research in the development of learning theory; with political, economic and cultural changes in the society.

    Round tables and poster presentations were held on the second working day of the Conference.     The 19th China Annual Conference for International Education & Expo (CACIE). China, Beijing, October 18-21, 2018

       With support from international education practitioners, Ministry of Education and other central government departments, China Education Association for International Exchange (CEAIE) has been organizing China Annual Conference for International Education & Expo (CACIE) since the year 2000. CACIE consists of three major components: China International Forum on Education, China Education Expo and Education B2B (link).

      One of the themes of this Forum is internationalization of higher education and students mobility aimed at searching for the new development, new trend and new measures in this sphere.

      Economic globalization has brought new trend of internationalization to higher education in the world. More countries are aware that internationalization of higher education has gone far beyond educational policy; it plays an important part in a country’s strategy development process. With the increase in international exchanges and cooperation of higher education, the connotation of internationalization of higher education has been broadened. What are the new trends of internationalization of higher education in the world? How do we enhance internationalization level of higher education by promoting international communication and cooperation? How can colleges and universities develop with its own features through internationalization and be assured of a place in the wave of internationalization? This forum united representatives of leading organizations, well-known universities, educational research institutions to discuss above topics.

      The invitation to take part in the annual conference was addressed to Director of the Institute for Strategy of Education Development, Corresponding member of the Russian Academy of Education, Dr.Sc. (Philosophy), Professor Svetlana V. Ivanova. Deputy Director of the Institute, PhD (Education) Irina M. Elkina presented Institute R&D as a speaker at one of the forum venues. She spoke about factors influencing internationalization and forms of this activity, mentioned statistics on outbound and inbound student mobility and problems faced by Russian universities in the field of academic mobility.

    International Postgraduate Roundtable and Research Forum cum Summer School 2018.

    More than 300 abstracts were submitted, and around 350 participants took part in the International Postgraduate Roundtable and Research Forum cum Summer School (IPRRFSS) 2018, hosted by The Education University of Hong Kong (EdUHK). The participants represented over 10 countries and regions, including Australia, Cambodia, France, Germany, Japan, Kazakhstan, Mainland China, New Zealand, the Philippines, Russia and Taiwan.
    The theme of this year’s event was ‘Building Postgraduate Students as Academic Leaders’, and it covered topics in four strands: education, the social sciences, the liberal arts, and the humanities. In keeping with the ‘for students, by students’ approach, postgraduate students from around the world presented their research in sessions chaired by their local and international peers. There were also workshops and a postgraduate roundtable comprising the 3-in-1 event, led by the following guest speakers:

    Symposium in Comparative and International Education (OXSCIE) - 2018

    Dear colleagues,

    The Centre for Comparative and International Education, in the Department of Education, University of Oxford, in partnership with the Aga Khan Foundation and the Global Centre for Pluralism held the 2nd annual Oxford Symposium in Comparative and International Education (OXSCIE) from 19th-20th June 2018 at Keble College, Oxford.

    The rapidly changing shape of the global political landscape has created for people everywhere uncertainties about their social, economic, demographic and climatological futures; and uncertainties about the future interact to change the nature of society, and threaten openness, pluralism and cohesion. Now seems a particularly important time to ask what kind of society we want, and what role education might play in achieving it.
    The question for OXSCIE 2018, then, was ‘how can we, through education, best shape and sustain a society that is at once plural and cosmopolitan, prosperous and inclusive, fair and responsible, and cohesive?’ Moreover, how might we understand and document the social, cultural and economic pathways selected by young people and their families to navigate the changing nature of society?

    OXSCIE 2018 invited 150 delegates from around the world to ask the 'big' questions about education and the future; about the kind of world we want, and in spite of contestation, how we might secure it.
    Director of the Institute for Strategy of Education Development of the Russian Academy of Education, Corresponding Member of the Russian Academy of Education, Dr.Sc. (Philosophy), professor Svetlana V. Ivanova and Deputy Director, PhD (Education) Irina Elkina presented their paper “Post-industrial society and education quality”. The Organizing Committee of the Conference selected it among the 26 best articles from researchers from many countries of the world and awarded a full-time participation grant with a report in Oxford as authors who contributed to the research topics in the field of education in the modern changing world.
    In 2016, this subject was first considered by the authors in the paper “Postmodernism and the quality of education: the formulation of the problem” (Values and Meanings Journal, Vol. 1, No. 6 (46), 2016).

    On January 30, 2018, an Agreement between the United Nations Educational, Scientific and Cultural Organization (UNESCO) and Institute for Strategy of Education Development of the Russian Academy of Education (ISED RAE) was signed. This agreement envisages the establishment of a UNESCO Chair on global education at ISED RAE: http://unesco.instrao.ru

    The purpose of the Chair shall be to promote an integrated system of research, training, information and documentation on global education. It will facilitate collaboration between high-level, internationally-recognized researchers and teaching staff of the Institute and other institutions in Russian Federation, as well as elsewhere in Europe, in Asia and the Pacific, and in other regions of the world.

She described the main features of modern education, determined by the interdisciplinary reality in the information age.

    Oksana Igorevna Dolgaya, PhD, Senior Researcher at the center of pedagogical comparative studies, made a report on the topic of “Interdisciplinary reality in the evaluation of learning outcomes in the Czech Primary School”. The speaker presented the formative assessment as a modern type of assessment, which is the main component of the constructivist approach to learning; also in the report comprehensively presented the methods and tools of formative assessment.

    International conference "Education Environment for the Information Age" (EEIA-2018)

    On June 5-6, the International conference "Education Environment for the Information Age" (EEIA-2018) was held at the Institute for Strategy of Education Development of the Russian Academy of Education.
    On the first day of the conference with a salutatory word to participants addressed Director of the UNESCO Institute for Information Technologies in Education (IITE UNESCO) Tao Zhan and Director of the Institute for Strategy of Education Development of the Russian Academy of Education, Corresponding member of the Russian Academy of Education, Doctor of Philosophy, Professor Svetlana Veniaminovna Ivanova.

    In her report, Svetlana Veniaminovna touched upon the most pressing issues in the development of pedagogical science, which does not take into account enough the challenges of the new era, another personality of a child, poor use of related sciences knowledge. Of particular concern is the problem of videogames addiction in the information age, which has become one of the most important in the education of the young generation. 
    During the conference, a video bridge was held with a colleague from the United States, Oleg Vladislavovich Voskresensky, philologist, Master of theology, PhD in Education, co-author of school textbooks “Fundamentals of Orthodox culture” and “Fundamentals of World Religious Cultures”, altar man of the Russian Orthodox Church in Fridly, Minnesota, USA. Later, Oleg Vladislavovich thanked the organizers of the International conference for the opportunity to attend the conference virtually, calling the presentations of all participants of the first day “very important and constructive”.

    The plenary sessions of the conference on June 5-6 included presentations by researchers of the Institute for Strategy of Education Development of the Russian Academy of Education, Lomonosov Moscow State University, Financial University under the Government of the Russian Federation, Law Institute of the Russian University of Transport (MIIT), Volgograd State Socio-Pedagogical University, Peoples’ Friendship University of Russia. The speakers touched upon the problems of higher education in the era of global changes, the problems of innovative educational practices in general and vocational education, as well as the teachers’ motivation to search and learn new educational technologies in the informational environment. The presentations addressed the issues of intellectual tools of educational space developing, basic needs and divergent mindset in the modern information world, the role of the modern family in the socio-cultural space. Inna Viktorovna Karakchieva, a leading Advisor of the Analytical center under the Government of the Russian Federation, presented the new tasks and prospects of Russian education.

    In total, 31 reports were announced, the geography of speakers was extensive: there were participants from Moscow (Institute for Strategy of Education Development of the Russian Academy of Education, Lomonosov Moscow State University, Moscow Socio-Pedagogical University, Law Institute of the Russian University of Transport (MIIT), Financial University under the Government of the Russian Federation, Moscow Higher School of Social and Economic Science, Academy of Psychology and Pedagogy of South Federal University, Peoples’ Friendship University of Russia (RUDN), Moscow City University, FKUNII FSIN of Russia, Russian State Agrarian University MSHA Moscow Timiryazev Agricultural Academy, Russian Academy of Education), the representatives of the Athens Open University (Greece), Volgograd State Socio-Pedagogical University, Tula State Lev Tolstoy Pedagogical University, South Federal University, Hong Kong University of Education (PRC) and many other scientific and educational institutions from 22 regions of Russian Federation and 5 foreign countries sent their articles to the conference compilation book. 

    About 100 papers were collected and prepared for publishing. The Conference proceedings will be available online both in English (indexed in the international database Web of Science) and Russian (indexed in RISC).
